Notable Sigil East Locals

Agent (really long equation) (human Rogue-9/Master Spy-4):  An agent of an unspecified faction, who was assigned to take down Brain in a Jar.  (The equation was actually defined in game, with over 20 characters using numerous complex functions, all of it boiling down to Agent 13, but it's too much trouble to find all the needed characters, so nyaah!)

Bad Max (green slaad):  The owner of Bad Max's House of Exotic Pets, one of the friendliest merchants in town.  Max is like the typical, 50s sitcom store owner.  Except he looks like a monstrous humanoid frog, and he sometimes exhibits terribly erratic behavior.  He is a Slaad, after all.  He uses Slaadian math (which is pretty much just randomly guessing at numbers), so who knows how much money he'll charge, give back as change, or offer as your paycheck.  He mispronounces big words, often wildly.

Blood Ork (orc vampire Barbarian-16):  One of the most powerful vampires in Sigil.  Despite his savagery, he is quite aloof, and is believed to have ties to the Goblinetti Family.

Charl (human wizard (necromancer)-3):  flamboyant Loft kid who Yffub talks to at Jayla's.

Cheesy Clucky (wererat Expert-6):  The owner and host at Cheesy Clucky's Hyperactive ADD Pizza Emporium.  All flash and no business sense, Clucky manages the Sigil East branch of the chain himself.  He can't quite seem to understand that people don't find the presence of rats in a restaurant all that appetizing

Chester (human Cleric-5):  A vigilante priest of Lathander, who raided Necrophilia and was mazed by the Lady.  Chester's band has made some name for themselves all over Sigil in blindly assaulting undead, but since his mazing, they've been nowhere to be seen.

Chet (human Commoner-2):  The bartender at the Bullpen.  Chet wanted to be a reporter himself once, but he lacked the ability score array to really do anything but Commoner.

The Colonel:  Fast Food mogul

Darrin (human commoner-3) and Rina (human commoner-1):  Couple who lived in a mansion owned by Hamilton Beck.  They were under his thumb, and covered for his crimes.

Drake:  semi-reformed demon

Dredd Voidstorm (half-fiend human Wizard-8/Demonologist-5):  A demonologist for hire who works in Sigil.  He sells his services to anyone, though he actively combats, rather than aids, demons.  He is not a pleasant man, but he's a professional one.

Fauna (Anthropomorphic Fox Expert-7):  The owner of Fauna's Flora, a popular floral shop in Sigil East.

Felice (human bard-5/ardent dilettante-7):  A receptionist at the Civic Festhall, and member of the Society of Sensation.

Fell (dabus Cleric-3):  Proprietor of Fell's Tattoo Parlour, a dabus who speaks only in magical rebuses that appear as images over his head.  He possesses a somewhat unique ability to pluck the images from the air and transfer them as tattoos to other people, often granting them magical abilities.  (based on the Planescape character; property of WotC)

Flarak-Nishar (displacer beast):  Mate of Mith'gla'ka'nar'rith'shanniar, and one of the most stuck-up displacer beasts in the multiverse.  She's used to a pampered lifestyle, and is offended when treated as a common monster.

Mr. Geck (lizardfolk Commoner-2):  Fruit peddler on the streets of Sigil East.

Haydn (human wizard (necromancer)-6):  Loft kid who Yffub talks to at Jayla's.  Nothing ended up happening between them.

Josk (Moon elf wizard-8):  Friend of Pyram, and frequent club goer.

Jov (Mercane):  The merchant in charge of Jov's House o' Portals.  He's growing increasingly frustrated with nearly every PC in the game, as they skip through forbidden portals, fail to pay, take souped-up apparatuses of Kwalish through portals barely large enough to handle them, etc.  (It should be noted that, as a rule, Mercane are not welcome in the City of Doors.  Jov's presence here is either an oversight, or an anomoly)

Kwa'a (Aaracokra):  Kwa'a lives on the streets of Sigil, and lives his life by looking for free food, such as might be found at a street festival or outside mall food stands on toothpicks.  He doesn't speak a word of common, which has gotten him into more than a little trouble in his time.  Fortunately, he comes with subtitles.

Marco (human Factotum-3):  Some kid who runs around with his friends and a strangely intelligent hawk.  He can't tell you his full name, or where he lives, but there's a conspiracy out there somewhere that he's fighting.

Marilith (marilith):  The marilith owner of Marilith's.

Professor Mesmer (Elan Telepath-14):  One of Captain Cormyr's enemies, and Brain in a Jar's rival.

Mikey (human Lurk-12):  Notorious cereal (yes I spelled it that way on purpose) killer, who hated everything.  And if you fed him something he didn't like, he whacks you.  He died in an accident involving Pop Rocks and carbonated soda (and possibly dark reaver powder).

Mikhal (human warrior-4):  Guy dancing with Kara at a party.  She hasn't seen him since then.

Mith'gla'ka'nar'rith'shanniar (displacer beast):  Along with his wife, Flarak-nishar, Mith'gla'ka'nar'rith'shanniar is a well-to-do displacer beast who donated the bulk of his vast fortune to help build the Incarnum campus.  A statue is built in his honor.  Mith'gla'ka'nar'rith'shanniar was smarter than most displacer beasts, and broke away from his pack, trying to make his way in human society.  He became rather wealthy, but discovered he would never shake the prejudices of adventurers who enjoyed killing monsters and stealing treasure.  He felt it was probably better not to have treasure.  He and his wife now live in a small corner of the Beastlands, although they still frequent Sigil, where they attempt to take in as many cultural events as possible.

Mossybeard (treant):  A treant who lives in the Green Campus Druid's grove.  He's not a student, he's just there for effect.

Nark and Mav:  local vice cops

Ned (name with no person attached):  Darrin and Rina keep boxes of his toys in their basement.  Possibly a child?  Who knows?  My, I'm thorough with this index, that I'd include a name that was on a box, with no character attached, huh?

Ombaran (djinni):  An asshole of a djinni who hates people bothering him and begging for wishes.

Palliv (medium water elemental):  A perverted water elemental who Mialee once summoned, and who won't go away.  He tends to hang out in pools and tubs.

Pyram (moon elf Expert-5):  Barhopper who hit on Rei.  He works at one of the ice cream places.  Not really sure which one; he'll never appear again.

Q:  A stalker of Storm Silverhand's.  He may prove to be somebody established, he may not.  This plot may actually never come back.  Who can say.

Ravin' Harold (tiefling Warlock-10):  That off-campus guy who's always having the rave parties that somebody always knows how to find, even though they aren't advertised.

[Rips Off Your Head Then Violates Your Trachea] (Nelfeshnee):  Popular Abyss-metal DJ.

Scott (human Aristocrat-3):  guy who danced with Kara at a party

Sector 3452 (lantern archon):  A rave-goer and acquaintance of Xizlqk.

Stanlae the Steamer (warforged titan):  A professional gladiator at Rorvic's Arena

Tao (human Wizard (Diviner)-13):  Tao is originally from Dream, the dimension where dreams are formed.  Her personal belief is that someone dreamed her, and she simply didn't fade when the dreamer awoke.  After spending some time exploring the dreams of others, she came to Sigil, where she set up shop as a dream analyst.  She has mastered all forms of dream manipulation.

Utini (rust monster):  A rust monster kept as a pet by a band of metal-stealing, warforged murdering gnomes who sold their ill-gotten plate to Athas

Verden (human Expert-3):  a guy dancing with Pembe at a party

Vertigan (human Expert-7):  Male stripper Roxy hired to perform at Anastacia and Anissa's birthday party.  His name is either Vertigan or Vaundred.  Roxy referred to him by both names, though it's possible alcohol affected this.  Or maybe there were two strippers.  Who knows?

"Wall-Smashing" Waldo (Ogre Barbarian-8):  Criminal known for destroying the walls of buildings, due to some prior unpleasantness with a wall.
